Felicity Donaldson

Felicity Donaldson has been involved in biological research, fauna monitoring and surveys, and project environmental management in Western Australia since 2002. Her broad fauna experience ranges across the fields of conservation management, vertebrate translocation, scientific research and oil and gas investigations. Her work in oil and gas has involved supervision of, and participation in, vertebrate fauna surveys to identify areas of faunal sensitivity and participation in annual environmental reporting.
Felicity is currently completing her PhD thesis on the genetic diversity in Bettongia lesueur (Burrowing Bettongs) at national, regional and population levels. As part of this thesis, she has undertaken approximately three years of data collection on Barrow Island – much of which has been centred on and around the current Gorgon plant footprint. Additional experience with the Gorgon project has included work Felicity undertook on behalf of Bowman Bishaw Gorham (now RPS) as part of a zoological survey team for the environmental impact assessment of the Gorgon footprint.
In addition to her biological expertise, Felicity has demonstrated experience in Project Environmental Management. She was the primary author of the Tropicana Joint Venture’s Public Environmental Review document (bilateral assessment) for their proposed Tropicana Gold Project which was assessed and approved at the State and Federal level in 2010 without appeal. Secondary approvals including Part V of the Environmental Protection Act 1986 and Mining Act 1978 are now underway. Felicity was responsible for the coordination of environmental surveys and reporting for the Water Corporation’s proposed Southern Source Desalination Plant (SSDP) and is at present involved in meeting Federal Ministerial Conditions for that project.
Since mid-2009, Felicity has been involved in the quarantine and environmental planning and management for Holcim Australia’s contract to be sole supplier of concrete to the Gorgon Project. This has included quarantine management for the supply of mainland sand and aggregate to the Project. The concrete contract to the Kellogg Joint Venture Gorgon is a high risk item for the Project for both quarantine and environment, thus requiring a high degree of expertise and management to reduce and mitigate risks to the environmental integrity of Barrow Island. Felicity also played a crucial role in filling a temporary position in the Saipem Leighton Consortium’s HSE team to author environmental documents for the LNG Jetty project, including fabrication and load-out facilities in Henderson and Dampier, vessel movements between south east Asia, Barrow Island and mainland Australia and construction activities on Barrow Island and in its surrounding waters.
Felicity’s areas of expertise include:
- Project Environmental Management
- Terrestrial fauna surveys, monitoring and translocations
- Environmental Impact Assessment (State and Federal level)
- Environmental and Quarantine Management Plans/Systems
- Technical/Peer Review of biological reports for compliance with Client and Regulator requirements
- Job Hazard Analysis
- Quarantine compliance
- Regulator and stakeholder liaison.
